Introduction
To investigate and report on matters pertaining to the regulation of liquor licenses.
Job description
1. Liaise with community structures to facilitate public participation
- Collect and maintain data related to licensed outlets in relevant geographical areas of responsibility.
- Engaging licenses and interested parties towards the resolution of disputes.
- Conducting interviews with relevant parties to ascertain what information is at hand.
- Participate with the public during community engagements.
2. Liaise with institutional partners including SAPS, Local Government and/or other agencies
- Collect, collate and maintain data related to licensed outlets in relevant geographical areas of responsibility.
- Collect credible intelligence gathering data to inform compliance and enforcement interventions.
- Collect, collate and compile data related to the area that will enable the determination of public interest
- Engaging partners that enables advocacy and education on alcohol related harms
3. Inspections
- Conduct random routine compliance inspections according to geographical areas and in line with non-compliance trends or patterns.
- Conduct formal inspections in relation to all kinds of liquor applications requested by LLA, LLT or Finance.
- Draft report on the outcome of inspections to the Senior Inspector.
- Issue compliance notices.
- Ensure that compliance notices are followed up.
- Liaise with key partners such as DLO’s (SAPS).
4. Enforcement Operations
- Maintain inter-agency or departmental relations ensuring collaborated efforts (DLO’s/SAPS).
- Participate in enforcement operations that are conducted within the ambit of the Liquor Act 4 of 2008 as amended, and all other applicable legislation and standard operating procedures.
- Engage with other law enforcement agencies.
- Participate in search and seizure operations in accordance with the Liquor Act 4 of 2008 and CPA.
5. Investigations
- Attending and investigating complaints.
- Collecting, recording and presentation of evidence.
- Issue compliance notices.
- Follow up on compliance notices.
- Submission of non-compliance reports.
- Testify in LLT hearings.
- Serve processes or notices of the LLT to the relevant parties.
- Serve LLT orders.
6. General Administration
- Deliver ad hoc notices/correspondence to relevant parties.
- Capturing information on LMaTS
Minimum requirements
- National Senior Certificate (Grade 12) or NQF Level 4 qualification.
- Valid Code B/ EB driver’s license with no vehicle restrictions.
- No criminal record
- Experience in an administrative, regulatory and or compliance environment
- Proficient in at least two of the official languages in the Western Cape
- Computer literate plus advanced proficiency in MS Office
