To strategically direct and oversee the operations in support of the mandate and strategic objectives of the WCLA.
Job description

1. Strategy and Policies: 

Ø  Provide input in setting and driving liquor licensing strategy towards regulatory, determining public interest

Ø  Translate organizational strategy into actionable steps for growth, implementing organization-wide goal setting, performance management, and annual operations planning

Ø  Oversee and employee productivity, building a highly inclusive culture that ensures team members can thrive and that organizational goals are met

Ø  Develop, implement and manage operational policies, processes and procedures

 2.  Operations: 

Ø  Lead the automation of core operations processes like the online application system and inspectorate processes

Ø  Develop and simplify the liquor license application processes and explore innovative ways to improve service delivery by LLA, Inspectorate and LLT Secretariat

Ø  Explore methods to improve quality, efficiency and productivity, and improve control measures.

Ø  Works collaboratively to develop and/or improve systems, processes, controls and procedures that improve the overall efficiency of WCLA and ensure excellent client service.

Ø  Measure the efficiency of an organisation’s operational processes and taking steps to improve them

Ø  Liaising with customers and stakeholders to ensure collaboration results in delivering quality services

Ø  Ensure all liquor licenses and related documents are filed, reported, audited and in compliance with laws and regulations

Ø  Ensure all programs and departments meet the short-term and long-range plans, and budgets based on defined goals and growth objectives as determined by the GB and with collaborative input from the CEO

 3. Reporting:

Ø  Works with board committees related to operations and helps manage expectations, in order to meet set goals

Ø  Provides timely, accurate, and complete reports to the Governing Board on operations performance.

 4.  Resource management (human, financial and physical) within the Unit

Ø  Establish and maintain appropriate systems (analytical tools, information systems, projections of cost behaviour) and policies to ensure effective and efficient management of resources 

Ø  Perform accurate forecasting, budgeting and allocation of resource within the unit 

Ø  Manage external contractors and suppliers within the unit 

Ø  Develop and manage internal service level agreements with other units 

Ø  Ensure effective identification and management of business risks, resources and continuous improvement 

Ø  Manage capacity within the unit to ensure sustained service delivery 

 5.  People management within the Unit

Ø  Manage people development in line with organisational-wide skills development strategy within the unit 

Ø  Manage talent within the unit and ensure talent management strategies (attraction, retention, development) are implemented 

Ø  Implement performance management within the unit in line with Human Resources Policies and Guidelines 

Ø  Manage grievances, discipline and terminations within the division in line with Human Resources policies and guidelines 

Ø  Lead and direct staff within the division to be able to meet the objectives set for them 

Ø  Build and foster a culture of good governance, customer service, honesty and integrity and world class delivery in the division 

Ø  Implement innovative recognition and reward systems 

 6.  Promotion and practice of good corporate governance, risk and compliance

Ø  Manage and monitor the facilities management function

Ø  Implement governance framework to ensure professional conduct by Unit employees and upholding of WCLA values and governing principles 

Ø  Ensure good governance within the unit in line with the corporate governance guidelines and related legislation 

Ø  Manage risks within the Unit 

Ø  Manage compliance within legislation, regulations, WCLA policies and procedures within the unit 

Ø  Ensure compliance of the unit with all audit requirements emanating from audit processes within the unit 

Ø  Draft and submit annual, quarterly and monthly reports required or delegated 

 7.  Reporting

 Ø  Responsible for all internal and external procurement reports.

Ø  Responsible for all internal and external supplier reports.

Ø  Responsible for annual procurement plan progress reporting.

Ø  Provide input into the interim and annual financial statements and statutory reports.

Minimum requirements

  •  Relevant B-Degree (NQF Level 7).
  • Relevant post graduate qualifications will be advantageous.
  • Atleast 7 year’s relevant senior management experience.
  • Experience and knowledge of the Public Sector strategic and budget planning processes.
  • Project management experience.
  • Experience working with a governing board (advantageous).
  • Exposure to a regulatory environment (advantageous).
