The Western Cape Liquor Authority regulates the retail sale and micro-manufacturing of liquor in the province, ensuring effective regulation in the interest of the public.
Introduction
To manage client services (including renewal of licences) for existing clients and administer liquor licence applications in the Western Cape for consideration by the Liquor Licensing Tribunal.
Job description

1. Management of Component: 

  • Introduce, maintain and implement LLA policies and procedures to administer applications in terms of the WCLA Act.
  • Participate in and contribute to the strategic decision-making processes of the WCLA.
  • Prepare and manage budget for Component.
  • Proactively manage, report and account for the component’s performance.
  • Develop, introduce and monitor SOP’s (internal controls) for the component.
  • Ensure good governance within the unit in line with the corporate governance guidelines and related legislation.
  • Ensure effective identification and management of business risks, resources and continuous improvement within the unit.
  • Ensure compliance of the component with all audit requirements emanating from audit processes within the component. 

2.      Liquor License Application Management:

  •  Oversee and manage the processing of all liquor licence applications as provided for in the Western Cape Liquor Act.
  • Oversee and manage the implementation and maintenance of the Licence Management and Tracking System (LMATS). 

3.      Renewals Management:

  •   Oversee and manage the processing of liquor licence renewals (automatic and non-automatic) of all valid licenses as provided for in the Western Cape Liquor Act.
  • Oversee and manage the administrative processes related to the non-automatic renewal of all valid licenses.

4.      Client Services Management:

  •  Oversee and manage the walk-in centre (in-person, email, and telephonic client services).
  • Drive process simplification, digitization and automation.
  • Oversee and manage the implementation and maintenance of the eLicence Portal (online application platform). 

5.      Resource and People Management:

  • Establish and maintain appropriate systems (analytical tools, information systems, projections of cost) and policies to ensure effective and efficient management of resources.
  • Perform accurate forecasting, budgeting and allocation of resources within the unit.
  • Manage capacity within the unit to ensure sustained service delivery.
  • Build and foster a culture of good governance, customer service, honesty and integrity and world class delivery in the component.
 

Skills:

  •  High level of report writing skills
  • Exceptional interpersonal, communication, writing, reporting and presentation skills
  • Ability to function independently and within a team
  • Ability to prioritize and adapt, managing multiple projects and tight deadline
  • Computer literacy plus advanced proficiency in MS Office

Knowledge:

  •  Working knowledge of relevant Public Sector legislation, e.g., PFMA, National and Provincial Treasury Regulations, Administrative Law.
  • High level of working knowledge of relevant industry legislation and regulations, e.g., National Liquor Act, Provincial Liquor Act, POPI, PAJA, PAIA.
  • Working knowledge of Risk Management and Project Management.

Minimum requirements

Requirements:

  • Bachelor’s Degree (NQF 7)
  • At least 5-7 years’ relevant experience (2-years’ experience in a management capacity)

Experience and competencies which will be considered to be advantageous:

  • Administrative experience relating to a compliance and quasi-judicial environment.
  • Projects linked to the automation and digitization of systems and processes.
