1. Human Resources Plan:
· Provide input and guidance into the financial aspects of WCLA’s strategic business plan and ensure translation into the annual performance, operational and procurement plans
· Implement the HR strategic objectives into a tactical plan to provide direction for the HR Business Partners
· Coordinate activities relating to development / optimization / management of systems and processes to achieve tactical objectives
· Implement the HR strategy in accordance with the Delegation of Powers
· Implement the business objectives and align the HR business partnering plan to the business plans to enable achievement of objectives
· Conducts workforce planning to identify current and future talent needs for WCLA
· Build and maintain mutually beneficial strategic business relationships with line managers to foster commitment to HR strategies, models, plans
· Plans, schedules and directs processes, procedures and workflows to achieve efficiency, quality and timelines in the tactical HR plan
· Uses diagnostics skills, business acumen and customer relations to identify, articulate and deliver employee value proposition
· Partner with, consults and influences the Components on HR needs to enable delivery of business targets
2. Talent Management:
· Facilitate the implementation of operational and effective talent management strategies, models and plans for:
o Attracting, selecting, developing and retaining talent
o Performance management
o Career development
o Organisation development
o Change management
o Employee wellness
o Diversity Management
3. Learning and Development:
· Coordinate the learning and development function across WCLA
· Identify the current skills and capacity in the organisation and determine the area of attention for the following year in order to achieve the set strategic objective
· Identify the capacity in terms of shortage and surpluses of skills and recommend redistribution of skills across WCLA to balance the capacity as required, in order to deliver on objectives
· Manage processes that ensure that training provided is accredited and aligned to legislation in terms of the skills development legislation
· Source accredited training providers to meet the needs of the organisation
· Coordinate the delivery of training across WCLA in respect of: technical training, leadership development, functional training, bursaries, conferences, seminars and other training initiatives.
· Implement the leadership competency model for WCLA throughout the organisation
· Maintain and review the leadership development strategy of the organisation
· Oversee leadership talent pools for the organisation to meet future needs of the organisation aligned to the leadership pipeline model
4. Employee Relations, Wellness and HR Compliance
· Implement employee relations strategy, policies, processes and plans aligned to the HR strategy
· Implement an employee relations plan which is aligned to the WCLA’s vision, mission and values
· Develop processes to create awareness of all employee relations policies and procedures.
· Develop and implement a communication plan on industrial relations matters
· Advise and guideline managers in putting appropriate processes in place to address organisation’s staff related issues
· Provide advice and guidance to HR Business Partners to assist line managers in resolving disciplinary and grievance matters following WCLA’s policies and procedures
· Employment Equity Legislation
· Checks that all requirements of the Act are complied with in respect training plans and reports.
· Manage compliance with all legislative and regulatory requirements
· Manage the wellness function
5. Resource management (human, financial and physical) within the Unit
· Maintain appropriate systems (analytical tools, information systems, projections of cost behaviour) and policies to ensure effective and efficient management of resources
· Facilitate the budget allocation of the business unit
· Manage external contractors and suppliers within the unit
· Manage internal service level agreements with other units
· Ensure effective identification and management of business risks, resources and continuous improvement
· Manage capacity within the unit to ensure sustained service delivery
6. People Management within the Unit
· Manage people development in line with organisational-wide skills development strategy within the unit
· Manage talent within the unit and ensure talent management strategies (attraction, retention, development) are implemented
· Implement performance management within the unit in line with Human Resources Policies and Guidelines
· Manage grievances, discipline and terminations within the division in line with Human Resources policies and guidelines
· Lead and direct staff within the division to be able to meet the objectives set for them
· Build and foster a culture of good governance, customer service, honesty and integrity and world class delivery in the division
· Implement innovative recognition and reward systems
7. Promotion and practice of good corporate governance risk and compliance pertaining to HR and financial policies, legislations and regulations
· Oversee the governance framework to ensure professional conduct by Unit employees and upholding of WCLA values and governing principles
· Ensure good governance within the unit in line with the corporate governance guidelines and related legislation
· Oversee risks within the Unit
· Oversee compliance within legislation, regulations, WCLA policies and procedures within the unit
· Ensure compliance of the unit with all audit requirements emanating from audit processes within the unit
· Draft and submit annual, quarterly and monthly reports required or delegated
Knowledge
· A sound knowledge and functioning of government systems and applicable legislation and regulations
· Good communication skills, project management skills, presentation skills, report writing skills, planning, and organising, problem solving and analysis skills.
· Working knowledge of relevant HR legislation, e.g. BCEA, LRA, EEA, SDA, etc.
